Ya often means already in affirmative sentences; todavía no means not yet and normally surrounds the compound verb as a phrase.

Ya he terminado, pero Ana todavía no ha empezado.

The usual order is todavía no before haber.

A negative word before the verb does not need an additional no.

Ayer is a finished period and normally takes the preterite in this contrast.
